Case Study: Romania
Gill Ringland was invited to the first “Bucharest Dialogue” in 2010 on the future of Higher Education through a Romanian at American University in Washington who had used the Scenario Planning book. This involved a short presentation – based on Scenarios in Scotland and Edinburgh Napier projects (thank you Adrian Davies and Ian Jones) – and contribution to panel discussions.
As a result Gill was invited to mentor the scenarios for HE in Romania on 2025 project, and made a later trip to Bucharest with Romiana Gotseva to write the report from the project. This was done with the team, and went to the Minister on time.
The next stage was to set up a wiki and Wendy Schultz did this – getting stuck in Bucharest for an extra week because of the ash cloud.(2010)
John Reynolds and Martin Duckworth then undertook a training session for senior civil servants and academics, which led to John being asked to help write the White Paper. He enrolled Richard Walsh to lead the Romanian team, and they wrote first the Green Paper and then the White Paper.(2011)
In 2014, 3 of the team were seconded to the World Bank to develop implementation plans. Papers describing the methodology of the project are in the SIFT library.
